Testing systems

Recently I have been asked by underwriter(s) to certify that the mechanical systems, electrical, plumbing, and septic or sewer, are all working properly.  This was requested in an appraisal for conventional financing.  The only time I test these systems is for FHA.   The underwriter tried telling me it was required of all appraisals.   I've never seen this in the Fannie Mae guidelines.  Does anyone know of any recent changes requiring this?

I have not seen anything on this.  I do know that some of the lenders/AMCs are requiring many, many things that are above the requirements.
