The Appraisal Foundation: The Appraisal Foundation has issued the First Exposure Draft of proposed changes for the 2018-19 edition of the Uniform Standards of Professional Appraisal Practices.
The Appraisal Foundation: 2016 AQB Public Meetings
The Appraisal Foundation: On April 8, 2016, the Appraiser Qualifications Board (AQB) held a public meeting in Phoenix, AZ. The meeting provided the AQB opportunity to hear public comment in response to the Discussion Draft - Potential Areas of Change to the Real Property Appraiser Qualification Criteria (Criteria). In addition, the Board provided an update on the following AQB programs:
- August 25 - Web-based
- November 18
The AQB received over 270 written comments in response to the Discussion Draft issued on February 11, 2016. The Discussion Draft contained potential areas of change to the Criteria, focusing on the following areas:
- National Uniform Licensing and Certification Examinations
- Course Approval Program
- Graduate/Undergraduate Degree in Real Estate Review Program
- Alternative Track for Licensed Residential to Certified Residential
- Enhanced Practicum Curriculum
- Documenting Alternative Experience
- "Trainee" Nomenclature
- Three-Year Supervisory Residency Requirement

The Appraisal Foundation: On February 19, 2016 the Appraisal Standards Board (ASB) held its first public meeting this year. The
Board discussed the Discussion Draft – Potential Areas of Change for the
2018-19 edition of the Uniform
Standards of Professional Appraisal Practice, which includes
potential revisions, as needed, in the following areas of USPAP:

- STANDARD 6, Mass Appraisal, Development and Reporting
- Definition of assignment
- Review of the terms assumption and extraordinary assumption
- STANDARD 3, Appraisal Review, Development and Reporting

- Review of Standards Rule 8-3
- Review of Advisory Opinions 1, 18, 21 and 31
- Other edits to improve clarity and enforceability of USPAP
The Board is also reviewing the overall presentation of USPAP,
considering its future format and design. The Board believes it is fulfilling
its work plan and addressing the needs of appraisers and users of appraisal
services by considering any potential revisions to USPAP.

It is with great sadness that we announce the passing of Carol A. Ames, IFA. Carol was a great friend and mentor to many, and will be deeply missed by all. Carol has held many positions with NAIFA over the years. This year Carol served as the Admissions Committee Chair, and served on the Board of Directors. Cards can be sent to 1209 LA Charles Dr. NE, Albuquerque, NM. 87112. In lieu of flowers donations can be made to an animal rescue organization of your choice, or the E&R Trust.
NAIFA is deeply saddened to announce the passing of Malcolm Bethune, IFA. Malcolm was an active member of NAIFA. He was proud of his time serving NAIFA and for the awards and recognition he gained over the years. Malcolm will be missed. Click here to read Malcolm's obituary.

is with our deepest condolences that we announce the passing of Frank Stearle,
Jr. Frank passed away on Sunday, July 3, after battling multiple health
issues for the last 6 months. Frank had been a NAIFA member since 1986 and
served the New Jersey NAIFA organization in multiple capacities over the years.
Visitation was held on Thursday, July 7, 2016 at Saul Colonial Home in Hamilton
Square, New Jersey.

NAIFA Weighs In on Appraisal Threshold Issue
The OCC, Board, and FDIC are conducting a review of the regulations they have issued in order to identify outdated or otherwise unnecessary regulatory requirements imposed on insured depository institutions, as required by the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (EGRPRA). EGRPRA requires the Agencies to organize the regulations into categories and publish groups of categories for comment. In a notice published in the Federal Register on December 23, 2015, the Agencies are seeking public comment on regulations in the following categories: Rules of Procedure; Safety and Soundness; and Securities.
Click here to view the December 23 Federal Register notice seeking stakeholder comments on several appraisal rules (including the appraisal threshold issue). Comments are due by March 22, 2016.
NAIFA has already submitted written comments on this issue, strongly opposing a threshold increase. Our letter to CFPB Director Cordray advises him of the Agencies’ clearly stated interest in considering a threshold increase and asks him what specific steps he intends to take pursuant to Dodd-Frank and when to review any such action. Our letter cites the statements of FDIC officials showing their interest in a threshold increase and urges that the Bureau intervene in the process now. NAIFA members are encouraged to review the issue and express your thoughts directly to the responsible Federal Agencies.
